Equinet is currently seeking a consultant (firm or individual) to assist its Executive Board and Secretariat in assessing the current state and functioning of the Network and supporting the development of a new Strategic Plan in line with the needs of Equinet and its members. Consultants who are experienced in evaluation, strategic thinking and planning are invited to submit their proposals in accordance with the terms of reference to support our strategic planning efforts.
The elaboration of a new Strategic Plan for Equinet for the period 2023-2026 will build on the progress made under the current Strategic Plan 2019-2022. Therefore, the strategic planning process is expected to have a two-fold approach:
- An evaluation of the work of Equinet in 2021 and an evaluation of the current Strategic Plan 2019-22 from the perspective of Equinet’s members, taking into account the effects of and reaction to COVID-19.
- The development of a Strategic Plan that:

- elaborates on Equinet’s strategic objectives for the upcoming 4 years;
- sets out Equinet’s vision, values, and mission as a Network; and
- provides a horizon scanning annex highlighting important priorities that will affect the Network and its equality body members in the coming 4 years.
Expected Outputs
The selected expert(s) will be expected to deliver three main outputs:
- An evaluation of Equinet’s 2021 work
- An evaluation of Equinet’s current Strategic Plan 2019-2022
- An Equinet Strategic Plan for the years 2023-26
Expertise Requirements
The selected expert(s) or team to be commissioned for this Strategic Plan is expected to demonstrate:
- Understanding and/or experience of the work of national equality bodies and Equinet.
- Strong general knowledge of the workings of NGO-type network organisations.
- Demonstrated successful track record of completing evaluation and strategic planning processes for network organisations, including conducting surveys, interviews and workshop facilitation.
- Excellent drafting skills in English.

- Start of the work by the last week of November 2021
