On 21 May 2019, the Centre for Equal Treatment (CET) of Luxembourg published its Annual Report for the year 2018. The report details the work of the CET in assisting victims of discrimination as well as its involvement with various stakeholders in promoting equality.
From 1 January to 31 December, the CET received 126 new complaints, and continued 24 ongoing cases from the previous year. The statistics gathered on the complaints gives an understanding of the predominant equality challenges in Luxembourg. Disability is the most common ground of discrimination with 26% of complaints, followed by gender (16%) and ethnicity (14%). Regarding the sectors in which discrimination was reported, employment and goods and services come first with respectively 39% and 30%.
The report also includes sound recommendations on anti-discrimination legislation targeted at policy makers to strengthen the legal protection available and facilitate both victims support and sanctions of perpetrators. One notable recommendation by the CET is the specific interdiction of multiple discrimination, through considering discrimination on multiple grounds as an aggravated circumstance.
