Exploring positive action as a means to fight structural discrimination in Europe

This new report gives an update on Equinet’s 2014 report Positive Action Measures: The Experience of Equality Bodies. It delves into the practice, and provides a more profound theoretical background by:
- explaining how positive action differs from other measures in anti-discrimination law;
- describing the EU and international legislative framework, including case law;
- providing an overview of the experiences of Equinet’s members and how positive action is understood in national legislation; and
- giving practical points to keep in mind when designing positive action measures.
