Project goal: (1) Develop set of indicators based on HRI methodology of OHRCHR as a monitoring tool for evaluation of enjoyment of right to education; (2) Implementation of monitoring tool - evaluation for 2020 including specific focus on vulnerable groups.
Evaluation of human rights indicators (HRI methodology of OHCHR) in the area of right to education was a three step process: (1) Establishing working group to develop set of indicators which would enable to evaluate to what extent inhabitants of SR can enjoy their right to education. The expert group consisted of representatives from public institutions (including the Ministry of Education, Science, Research and Sport of the Slovak Republic and organizations from the sector of formal education), NGOs and academia. The task of the expert group was to implement HRI methodology developed by OHCHR (OHCHR, 2012) in the context of SR. (2) Verification of availability and collection of data required consultations and communication with analytic centers in the sector of education and social subsidies about available administrative data which would enable us to evaluate enjoyment of rights also by various vulnerable groups, (3) Analysis of available data.

Desegregation of administrative data was the biggest challenge for the team. The second one was the amount of work and complex process of the development of indicators. Analyses of the data corpus required a lot of professional and personal capacities. If the topic of formal education had not been specialization of our team members we would have had to contract external expert for analyses.
