Do you have experience in providing evaluations of European Networks in order for them to improve their functioning and identify how they are doing in achieving their goals? If so, we need your expertise!
Equinet is looking for experts to respond to two calls for proposals: an evaluation of our work in 2019 as well as the development of a Monitoring and Evaluation Framework. You are welcome to reply to one or both calls, as per your expertise and work capacity.

External Evaluation 2019
How is Equinet doing as regards its aims and objectives for 2019? Can you help us:
- Assess the process of managing Equinet, its various activities and planning for its future (including an assessment of the appropriateness of its institutional structure);
- Review the delivery by Equinet of information and services to its members, including the quality, use and relevance of the outputs of Equinet;
- Review the impact of the outputs of Equinet outside the network;
- Make recommendations for the future enhancement of the organization (financial, organizational, strategic…)?

Monitoring and Evaluation Framework
We are seeking an expert who will help us develop a framework to monitor and evaluate the implementation of the Equinet Strategic Plan. The framework is intended to:
- Assist in understanding and analyzing Equinet’s programmes, projects and activities;
- Articulate & help measure goals and short, medium and long-term objectives;
- Support Equinet in planning its ongoing monitoring and evaluation work;
- Clarify the relationship between inputs, activities, outputs, outcomes and impacts;
- Help defining indicators to measure how “successful” Equinet’s involvement has been with respect to its expected objectives and outcomes;
Specifically, the framework should:
- Outline performance indicators (output and outcomes) with clear definitions, milestones, data collections strategies, and frequency of collection;
- Include methodologies for measuring these and who is responsible for collection;
- Clearly demonstrate how the impacts outlined will be measured and evidence for the evaluations will be generated.
